You actually are controlling them - it just appears as though you are not because what is happening is dictated by your unconscious mind. It's actually really interesting if you want to read about it. You can also learn to control your dreams consciously by practicing various mental preparations.

whenever i try to do something in my mind my brain's like "surprise motherfucka" and does the exact opposite thing.... ffs mind
